Residents Survey Damage After Typhoon Ursula Passes Through Biliran, Philippines

Tropical Cyclone Phanfone, named Typhoon Ursula locally, continued to batter the Philippines on December 25 as local media reported at least eight people had been killed as a result of the storm. The Philippine meteorological agency said on the evening of December 25 that the storm had passed over Panay but it warned that heavy rainfall was still expected in the area. The eye of the storm was reported to be over the sea west of Mindoro. Government agencies were having trouble assessing the situation in affected areas due to downed communication networks, the Philippine Daily Inquirer said. About 10,000 families had fled the area due to the storm, which had cut off power, left roads impassable, and destroyed buildings, according to ABS-CBN.
